If you have been a legal and uninterrupted resident of France for at least five years, or if you hold a European Blue Card, you may be eligible for a resident card with the designation of ‘long-term resident – EU,’ subject to certain conditions.

This 10-year card allows you to reside in other EU countries. It is valid for ten years and is renewable.

Note: A 10-year resident card can only be applied during the renewal of an existing Carte de Séjour (resident permit). You can try your luck by sending an application earlier and it may or may not accepted.

Myth Buster about French PR

Contrary to what people think, a French PR (permanent resident) is just a 10-year card. Two major differences exist between a PR and a standard 10-year resident card.
  1. People who have completed 5 years of uninterrupted stay in France can apply for the standard 10-year resident card. It can either be a Carte de résident de 10 ans or Carte de résident de longue durée-UE based on your situation. However, a PR known as Carte de résident permanent can only be applied when renewing a previous 10-year resident card.
  2. Unlike a standard 10-years resident card, a PR can be renewed without any conditions. So, a PR card holder’s right to stay in France is no longer limited in time.

We have observed a lot of wrong information and personal opinions shared about this topic since our arrival in France. This includes people saying why it is harder than citizenship and more. So, thanks to Sanjay for writing a Facebook post to explain how simple it was to apply and how quickly he got it recently.

Note: Years spent on a student resident permit aren’t counted towards the 5 years eligiblity required for the 10-year cards. Often,  Prefectures don’t count the APS Master duration too. 

List of Documents Required

To apply for a resident card in France, the following documents are commonly required:

  1. Birth Certificate: Apostilled and translated to French.
  2. Copy of Passport (pages showing civil status, validity dates, entry stamps, and visas). If not, other supporting documents (consular certificate, identity card, consular card, etc.).
  3. Proof of address less than 6 months old:
    • Electricity bill (or gas, water, landline phone, internet access) and rental agreement of less than 3 months or rent receipt (if tenant) or housing tax proof (if own property).
    • If hotel accommodation: certificate from the hotelier and invoice for the last month
    • In case of accommodation with an individual: certificate of the host (attestation de l’hébergeant) dated and signed, copy of his/her identity card or resident card, and proof of his domicile if the address of the resident card is no longer up to date.
  4. E-photo with code: From a photographer or an approved photo booth machine (photomaton locations).
  5. Proof of Tax stamp (to be submitted when receiving the resident card). More details in Timbres Fiscaux: Tax stamp for French resident permits
  6. Declaration of non-polygamy: Déclaration sur l’honneur that you do not live in France in a state of polygamy (if you are married and a national of a State authorizing polygamy). An example template is available on Attestation de non-polygamie.pdf 
  7. Proof of regular and continuous stay in France for the last 5 years: Resident permits, renewal receipts, tax returns, payslips, etc.). Specific details:
    • For European Blue Card holders, part of these 5 years can be spent in another EU country. However, the 2 years preceding the application must be in France.
    • For refugees or subsidiary protection holders, the 5-year period starts from the asylum application date.
    • Years spent on a student visa/residence permit are not counted towards the 5-year requirement.
  8. Proof of your financial resources or couple if married:
  9. Proof of Health insurance: Attestation des droits from Ameli.
  10. Proof of republican integration:

Application Process

The 10-year resident card application process varies across France. It can be online or offline. 

First Application: The process is done either by sending the documents by post or making an appointment with the local prefecture or during the renewal application of your current resident permit. 

  • Exception: If your resident permit can be renewed online via ANEF website, you can submit an application for the 10-year card online during the same renewal process. However some Prefectures like Nanterre, etc insist on an renewal application either via post or demarche.numerique.gouv.fr
  • Example: You have a Carte de Séjour Passeport Talent, you can submit the renewal application online 120 days to 60 days before the expiry date.  During this application, add all the documents including the ones required for the 10-year card.  Also, add a note that you need the 10-year card. The prefecture will consider your application for the 10-year card automatically, instead of renewing your existing card.
  • Note: During the above process on ANEF, you will not see any separate boxes for attaching the additional documents. So, you must use one of the existing boxes to attach the documents (as single pdf) such as A2 language certificate, Contrat d’engagement à respecter les principes de la République, Tax returns, etc. 

For Renewals of 10-year card: The process is done online via ANEF website. Please refer to, ANEF: Renewal of 10 years resident card in France

Before starting the offline applications, it might be wise to check with your local Prefecture and avoid any unnecessary complications. For more details, How to contact the prefecture in your city?.

Example: Nanterre Prefecture 

For the Prefecture in Nanterre, Sanjay had to send the documents by registered post (Lettre recommandé avec avis de réception) to :

Basic Information about the applicant. In this example, details of Sanjay Kamath.

  • Prefecture: Nanterre
  • Previous Resident Permit: Passeport Talent – Carte Bleue Européenne (EU Blue Card)
  • Application for: Carte de résident de longue durée-UE (Foreigner in France since 5 years)
  • Stay in France: More than 5 years.
  • French Tax Returns: Available for more than 5 years.
  • Diploma: French master’s (2 years one) and a PhD from French Public Universities. His course was taught in English but the diploma is from a French public University which does not mention the language of instruction. So, it worked.
  • French Language Test: None taken as it was not required for him because of the 2 years Masters degree in France. For more details, New language requirements for French resident permits & citizenship.
  • Employment: More than 5 years. (very important)

He had missed two declaration forms for polygamy and adherence to French Republic values, which he sent by email because he received an email from the Prefecture. It took one week for them to ask him by email for missing documents. One month later, he received an SMS that his card was ready. However, the process can take longer than 2 months. He had to choose an RDV to collect the card himself based on availability on the prefecture site. Fortunately, he found an appointment available in 3 weeks.

 
Example: Toulouse Prefecture 
  • The issue of a first 10-year resident card is usually considered when you renew your residence permit. Consider adding the required documents to your file (French language proof, tax notices for the last 5 years, etc.).
  • How to apply for a resident card on ANEF?
    During your renewal application, you can simply add the documents necessary to obtain a resident card: a test of French language, French tax returns for the last 5 years, etc. There is no dedicated section for these documents. So, you can download them in the section of your choice (up to 3 documents per section, otherwise merge your supporting documents into a single PDF document).

Common Misconceptions

When you apply for Passeport talent (previously having 4 years card) renewal or salarié visa renewal (previously having 4 years card), they will give you a 10-year card.

  • This is not completely true.
  • During the renewal of your existing resident permit via ANEF, you must request for a 10-year card explicitly by submitting the additional documents required.
  • If your resident permit cannot be renewed online via ANEF, then you must do the above offline as per your local Prefecture. For example: CdS Salarié to Carte de resident.

Documents required are a lot and it is better to go for nationality than this.

  • Yes there are a lot of documents needed, but a 10-year card only needs documents about you and not your parents or police clearance certificates from your country (Ex: India).
  • You can simply send the documents and get the 10-year card.

Renewal of 10-year card

  • Starting 10th July 2024, applications for renewal of 10-year resident cards across France must be submitted online via the ANEF portal.
  • You no longer have to visit the prefecture to submit your application or send it by post.
  • During the renewal, you can request for the same card or a Carte de résident permanent (PR).

      You can upload your Masters and/or PhD degree obtained in France.
      But, I have already explained in the article that the application process cannot be done via ANEF.

      Its the official info confirmed by various Prefectures, including on the applications which were refused. If not, I wouldn’t have mentioned it in red.

      Exactly why the link that you had posted does not list a student visa or carte de sejour.

  5. Hello, Very useful article. I have a question regarding the application of a 10 year card. Currently I have a passport talent and my wife has a passport talent family. She joined me here two years ago. I have been in France since 2016, and working since 2018. My wife is working as well here. Is there a possibility for me to apply for the 10 years residence card while renewing my current passport talent? In that case how should we proceed with the renewal of my wife’s card?

      If you move to a Carte de résident de longue durée-UE (10yr card), your spouse will be able to apply for a CdS VPF (vie privée et familiale) based on your 10yr card.

      1st your 10yr card application must be approved & only then she can submit her application. If there is any delay in your application & it takes longer than her CdS expiration date, it will easily complicate her situation.       If you think you have sufficient time for both of your applications, go ahead. If not, simply renew your existing CdS.

      If I’m not wrong, this type of CdS VPF will not allow her to work in the 1st year of obtaining it. If she is already working somewhere, it might get complicated.         Since We (Me and my wife) will be applying 10 year card application in coming months,I have some questions if you can answer them based on experience ( As I know that you could only share your experience, only Préfecture can give us final response)

        1) Currently on passport talen famille ,can she apply for 10 year card too? as we file taxes together and our smic combined is above what is needed.
        There are many cases where family income is checked ,in other cases, individual incomes are checked,so not sure about the correct response.

        2) Does she need a CIR document from Ofii,I have it when I did my ofii classes but since she arrived as a family member,she did not need it.
        I dont seem to find an official response for it.

          FYI. My answers are based on official info supported by personal experiences shared by so many people. I don’t rely on anectodal experiences.
          1. If your spouse meets the eligibility criteria on her own, she can apply her 10-year card too. For financial resources of married couple, total income from both will be considered. Its up to the local Prefecture but usually not a problem.

  6. I was a student for 18months(from Jan 2020) and then when I started my Job(June 2021), I got EU Blue card in France. So, my total years in France is around 5years 6months. The part where it is stated that student years not counted confuses me. Am I eligible or not? Thank you in advance

      As explained in the article, years spent on student visa and APS will not be counted by the Prefecture, for the 10-year card. However, these years will be counted for the nationality application.

      So, only the period from the starting date of your CdS PT CBE (EU Blue card) will be counted for the 10-year card.

Hello, I am trying to submit my renewal application through ANEF, I understand that if am eligible, I can apply for 10 year card during the renewal process, however I don’t find any dedicated space to upload the documents necessaire for 10 year card. Just the dedicated upload options for documents related to my current talent passport renewal and it doesn’t allow me to add more that 3 documents to any of it. Any idea please ?   8. Hello, I have followed the process mentioned here, they have now requested me for ‘la déclaration de non absence’. When I try to find this document, I see templates with declaration for 10 years but I have been in France only for 5 years. I only have an option to add the document and no comment section where I can specify this. Any thoughts please ? Thank you very much in advance !

      Its not a required document for the 1st application of a Carte de résident, but a Prefecture can always ask for additional documents if there is a doubt.

      So, Nothing complicated. If I was in your situation, I would upload a La déclaration de non absence (a self affidavit) stating that I have lived in France consecutively for the last 5 years and also list yearly the exact no of days I was outside France. I would also attach a few supporting documents such as 5 years of French tax returns, immigration stamps on Passport, etc.

      Note: Everything in 1 single PDF and upload it.

    I am holding a Passport Talent Resident permit and have stayed in France for more than 5 years, My current card mentions – Salarie Qualifie Exercise d’UNE activite salariee (Nanterre Prefecture). My card is valid till 2027 end but I would like to apply for 10 year resident card. I understand employer attestation is not needed for the same. However I am not able to see any place on ANEF to apply online for the the RP.

    Will this be first application for 10 year resident permit or will be considered as renewal ?
    Will this come in status change category ?
    When I try to take appointment, it keeps sending me back submit documents online ? How do I get appointment ?
    Where exactly I can apply for this card as I am not willing to wait for the renewal application ?

        I have read all the documentation above multiple times but couldn’t get answers to my questions. Thats why seeking some response. Above example is for Blue card to 10 year card change, mine is Passport talente category right now, assuming this will be renewal category not the first application. I did try to raise the request on ANEF and https://www.demarches-simplifiees.fr/ as well but the documents asked are different from the one mentioned above. CERFA no 15615 seems to be the requirement as well.
        This blog is useful but most of the information I requested is not clear in the post above.

          Everything written above applies to your situation too, because it is a CdS Passeport Talent. If not, I would not have mentioned it.

          I have clearly explained how to submit the application online (during a renewal) via ANEF and the documents required. So many people have done the same too and it is the official procedure currently (verified).

          Other option is do it offline via Prefecture (old procedure but you can try your luck).

    I am holding my carte de séjour salarié 1st
    until march 2026

    I finish my 5 year stay in France will be this oct 2025, I didn’t travel yet my home country , I stay in France continue 5 year ,

    I have 3 impôt tax return , all school documents and my job contract SMIC , birth certificates English apostile and French translation, home domicile contract and rent receipt,

    I am going to give exam B1 in few month .

    I just want to know should I eligible for apply for 10 year card ?

  12. I am living in France for 4 years now. I will complete 5 years in aug 2026. At the same time my carte de séjour will be for renewal and I am planning to apply for 10 years eu long term residence card. Now since my family is not here and I wish to bring my wife and son who is 15.5 years old, I decided to move to talent passport visa as I am eligible to apply for it.

    My question is , if I change from salarie visa to talent blue card visa now then will that reset my four years of stay in France on my salarie visa or will I be eligible to apply for 10 years eu long term residence card on basis of 4 years of salarie visa and 1 year of talent blue card visa total 5 years stay in France. Kindly clear my doubt . I am applying for talent visa just because it’s taking long time almost 2 years for family regroupment visa and my son may cross age of 18 till he gets his dependent visa to enter France. My perfecture is Massy palaseiu.

    I had them over phone yesterday and they tell me that I can apply for it only at the time of my renewal of my current Titre de sejour.

    I’m looking for advice about applying for the 10-year Carte de Séjour (carte de résident)
    Here is my situation:
    • 2018 – June 2021: Master’s degree in France
    • July – August 2021: APS (first CDI contract)
    • August 2021 – April 2022: Titre de Séjour Salarié
    • April 2022 – April 2026: Passeport Talent (current card)
    • I have been working continuously since July 2021
    • I have 5 years of avis d’imposition (tax returns)
    Based on this, would I be eligible to apply for the 10-year Carte de Séjour now?

    I already have 5 years impôt
    all are my salary from 2021,2022,2023,2024,2025
    all are my tax or my salary in CDI.
    PRASHANT you think i can apply for 10year card by end of march 2026 for 10year card?

      As explained in the article, years spent on a student visa/CdS will not be counted for 10-year card. So, you will be eligible only in July 2026 but you are eliguble now for French nationality if you speak B1 french (B2 from Jan 2026).

    I am in the process of 4 year PT renewable and requesting for a 10 year resident card.
    At ANEF website, For the passport in the document submission section, now ANEF is asking french translation if the identity document is not in french. I don’t remember having this remark before while applying PT!

    Do you have any news or are you aware about this?

    I read almost all the questions being asked here but I think I could not find the one I am looking for.
    1.Regarding Birth certificate and other non French documents, do they need to be translated in French once more as the last time they have been translating was back in July 2023 and I have heard that all translations must be less than 3 months old
    2. Also why you mentioned to upload all the visa stamps ,entry exists etc when we upload the passport, if I remember we’ll, dont we just upload the first and last page of the passport.

      1. Indian docs dont fall under the 3-month recent document rule. So, its your choice to get a recent trasnlation done or resue the same old one. In the worst case sceenario, the Prefecture will give you atlest 30 days to resubmiut any incomplete documents. Sometimes, the local officials insist on recent docs even when its not officilay required.

      2. Whenever a passport copy is required, it means the all the relevant pages in the passport as a single pdf to be uploaded (if online) or photocopy (if offline application). First page, last page and all the pages with immigration details.

    Thank you for the very well-written post. It is very clear, as usual. One aspect that wasn’t mentioned in the post is if a period on chômage stops the 5-year clock. For example, this is my situation:

    – Came to France in 2019 for a Master’s, graduated in Jan 2021 (so this period doesn’t count)
    – Started my PhD on a PT chercheur visa from Mar 2021 to Dec 2024 (3 years and 10 months)
    – Got my PT chercheur extended in Jan 2025 until Jul 2026 based on my ARE chômage rights
    – Now, in Nov 2025, I have found a postdoc and I can start working immediately and the contract duration is 18 months

    Please correct me if my understanding is wrong but I will be eligible to apply for the 10-year card from Mar 2026, right? I started working from Mar 2021 and I have 5 avis d’imposition, A2 French certificate (but I will get a B1/B2 certificate soon, my actual level is C1-C2), I have lived continuously without any breaks and lastly, by the time intend to apply, I will be working in a postdoc.

    So, can you please confirm that the 10-11 months of chômage period doesn’t stop the 5-year clock? And that I will be eligible to ask for a 10-year card during my next renewal?

        Thank you so much for your reply. Regarding the language requirement, I went through the link you have provided. I noticed that in the “Good to know” note, you mention that if we have a Master’s or PhD, we don’t have to submit a language certificate. However, I also checked the official link you have provided for the carte de résident (how to prove your knowledge of French), and in that link, they do not talk about this and still say that a language certificate is necessary and from 2026, it is going to B1 with an additional “examen civique”. Is my understanding correct or have I misunderstood?

    My Blue Card is valid until 2028. However, I would like to apply for the Carte de résident de longue durée – UE in mid-December, when I reach five years of residence under the Blue Card. Last year, I submitted the application through Démarches Simplifiées. It was accepted for review, but I did not receive a favorable decision since I had only completed four years at that time and I was provided with Blue card for 4 more years. This year, I will complete the required five years, so I would like to apply again.

    I am unsure how to submit my application. Should I use Démarches Simplifiées again, even though I am not renewing my residence permit this time? Should I apply through ANEF (noting that the website does not allow me to renew my CdS since my Blue Card is valid until 2028 and other options are not a fit for my situation)? Or should I send the application by post, as indicated on the prefecture’s website((https://www.hauts-de-seine.gouv.fr/Demarches/Etrangers-dans-les-Hauts-de-Seine/SEJOUR/SEJOUR-prefecture-de-Nanterre/Renouvellement-de-titre-de-sejour/Renouvellement-immigration-professionnelle#11))?

    Any guidance would be greatly appreciated, as this is my second attempt and I want to make sure I follow the correct procedure.

      For Nanterre prefecture, it’s better to send the applications by post. But there is no guarantee that your application will be processed because of the long validity of the CdS. No harm in trying.

    I applied for my 10 years card in May 2025. My visa expired on Aug 2025 and right now I’m having 2nd Attestation de Prolongation valid till Feb 2026.

    Does these new language rules applies to me?

    I moved to France on 2022 on family dependent visa.
