Update: Effective 23rd January 2026 – Launch of e-SEWA Consular Services

The Embassy of India, Paris has launched the e-SEWA, an Indian Consular Services System for online submission of miscellaneous consular services applications. This initiative supports the Government of India’s Digital India programme.

⚠️ Note:  e-SEWA does NOT cover Visa, Passport, or Birth Registration services.

  • Life Certificate
  • Sworn Affidavit / Bachelorhood (Celibacy) Affidavit
  • Death Registration Certificate
  • Transportation of Ashes to India
  • Re-issuance of International Driving Permit
  • Police Clearance Certificate (for foreign nationals)
  • Certificate de Coutume / Concordance
  • Passport-based Birth Certificate
  • Attestation & Legalization of documents (personal/commercial)
  • Power of Attorney (PoA) / Affidavit attestation
  • NRI Certificate

🌐 How to Apply:

  • Visit: https://indianconsularservices.mea.gov.in/consularServices/
  • Register or log in to the e-SEWA portal.
  • Select the required service and complete the online application.
  • Upload supporting documents and submit the form.
  • Print the application form.
  • Visit the Embassy of India, Paris on the appointment date generated by email for submission/collection.

⚠️ Important Guidelines:

  • Applications must be submitted only through the e-SEWA portal.
  • Personal visit to the Embassy is required for final collection and verification (if applicable).
  • Payment is in cash only at the Embassy counter.
  • Online payment facility is not available at present.
  • Applicants must check service-specific document requirements on the portal before applying.

What is a Certificat de célibat?

A certificate of celibacy “Certificat de célibat” is an official document certifying that a person is single and not married. This certificate is required in France for getting married or PACSed. It must be applied directly at the Embassy of India located in Paris or the Consulate in Marseille.

Application Summary

The main purpose of the application was to get married to a French citizen. If you plan on getting married in France, please contact your local Mairie. They will give you a list of documents to follow the process. One of the documents requested by them for a foreigner is the Certificat de Célibat.

So, here is a summary of the process followed by him.

  • Application Mode: In person with an appointment. Details below.
  • Application date: 07/08/2024
  • Fees paid: 21 euros to be paid in cash only.
  • Document received: Issued on the spot during the appointment. 

Where to Submit?: Applicants must book an appointment and be physically present at one of the following locations in France:

📍 Paris: Consular Section of Embassy of India, 20-22 Rue Alberic Magnard, Paris 75116.
📍 Marseille: Consular Section, Consulate General of India, Marseille (397, Avenue du Prado, Marseille-13008)

How to schedule an appointment?

  • Appointments in Paris must be booked via the Embassy website, Book an Appointment. If you come across any issues while trying to schedule an appointment, you can write to passport.paris@mea.gov.in and  cons.paris@mea.gov.in
  • Monthly appointment slots will be opened on 25th day of every month at 0900 hrs for the entire next month. ⁠For example, majority appointments for September 2025 will be opened on 25th August 2025 at 0900 hrs.
  • ⁠Some additional weekly appointment slots will be opened on every Friday at 0900 hrs for the following week. ⁠For example, at 0900 hrs on Friday (1st August 2025) limited appointments will be opened for the next week from 4-8 August 2025)
  • For Marseille, appointment requests are done via email cons.marseille@mea.gov.in or call +33 7 43162559 (preferred mode at the moment).
  • Entry will not be permitted without a valid appointment confirmation letter.
  • Office hours: Monday-Friday (9am – 1pm; 1.30pm – 5.30pm).
  • Each appointment is scheduled for a maximum of 15 minutes.

List of Documents Required

  1. Miscellaneous application form to be downloaded and pre-filled by the applicant.
  2. Affidavit of Celibacy to be downloaded and pre-filled by the applicant. Signature is to made before the Consular Officer at the Embassy or Consulate.
  3. Copy of Indian passport + Original.
  4. Copy of resident permit or Copy of visa.
  5. Copy of Identity card of the future bride/groom.

Note: Applicants must apply in person only.

  1. Hi, I was planning to get married to my Indian partner in Colombes (92700). However, they wanted the celibacy certificate to be apostilled and they declined to proceed with this attestation from the Embassy.

      1. Hello, would the above “Certificat de célibat” by Indian Embassy (in Paris) be accepted by Mairie directly? Or after receiving this document, something else needs to be done before submitting to Mairie?

    1. Hello Maninder,

      The certificate is issued by Indian Embassy only for residents of France. If you are not living in France, you must obtain it from the country where you live.

    The mairie said I need to get the document notarised in India and then apostilled, I live in Paris, do I need to go back to India just for one document? or can the notary there make a document with my father and then send it across?

      Documents issued by Indian Embassy/Consulate in France do not have to notarized or apostilled. They can be submitted directly.

      Only documents issued in India can be notarized and/or apostilled in India. Even if you want to do it, it’s not possible.

  3. Hi,

    I am trying to obtain the celibacy certificate & the coutume certificate from the embassy. Recently they’ve changed the process of application via e-sewa portal, which has neither of these documents in the drop down list. I’ve tried sending mails & calling them, but in vain. Is there any other means to contact them or to obtain these documents please?
