The Indian government has introduced significant changes to passport regulations, particularly concerning proof of date of birth, and document requirements. These amendments, notified by the Ministry of External Affairs on 24th February 2025, are effective from 28th February 2025 as per an official Gazette Notification.
Key Changes: Passports (Amendment) Rules, 2025
- Proof of date of birth acceptable for an Indian Passport application
Individuals born on or after 1st October, 2023
The only accepted proof of date of birth for people born on or after 1st October, 2023 will be a birth certificate issued by:
- The Registrar of Births and Deaths.
- A Municipal corporation.
- Other authorities empowered under the Registration of Births and Deaths Act, 1969
No other type of document will be accepted. This change aims to streamline and standardize the verification process for birth dates in passport applications.
Individuals born before 1st October, 2023
Passport applicants born before 1st October 2023, can continue to use a variety of documents to prove their date of birth, including:
- Birth certificate issued by the Registrar of Births and Deaths or the Municipal Corporation or any other authority, empowered under the Registration of Births and Deaths Act, 1969 (18 of 1969); or
- Transfer or school leaving or matriculation certificate issued by the recognized school last attended or recognized educational board having the date of birth of the applicant; or
- Permanent Account Number (PAN) Card issued by the Income-tax Department having the date of birth of the applicant; or
- Copy of an extract of the service record of the applicant (only in respect of Government servants) or the Pay Pension Order (in respect of retired Government servants), duly attested or certified by the officer in-charge of the administration of the concerned Ministry or Department of the applicant, having his date of birth; or
- Driving license issued by the Transport Department of the concerned State Government, having the date of birth of the applicant; or
- Election Photo Identity Card (Voter ID) issued by the Election Commission of India containing the date of birth of the applicant; or
- Insurance Policy bond issued by the Life Insurance Corporations of India or Public Companies having the date of birth of the holder of the insurance policy.
Certain documents, including Aadhaar, PAN, EPIC, and driving licenses, will only be accepted if they explicitly mention the full date of birth (DD/MM/YYYY).
