When i was in Toulouse, I came across something called ‘Residence Habitat Jeunes’. It provides temporary accommodation for young people (aged 16-30) like students, interns, apprentices, young workers, unemployed, job seekers, etc.
Duration usually ranges from a few months to 2 years. Some even allow 3 years of stay.
