  • Register or log in to the e-SEWA portal.
  • Select the required service and complete the online application.
  • Upload supporting documents and submit the form.
  • Print the application form.
  • Visit the Embassy of India, Paris on the appointment date generated by email for submission/collection.

  • Applications must be submitted only through the e-SEWA portal.
  • Personal visit to the Embassy is required for final collection and verification (if applicable).
  • Payment is in cash only at the Embassy counter.
  • Online payment facility is not available at present.
  • Applicants must check service-specific document requirements on the portal before applying.

One of the most common questions that I receive from the expat community is about their parents’ birth certificates. People applying for French nationality have to submit the birth certificates of their parents. Often, their certificates are not available or have a few errors. 

So, this article explains the common details to be added in an affidavit with an actual example. You can add the applicable details on an Indian stamp paper and get it signed from a notary public in your city.

For all your questions, please feel free to use the comments section below.

Any errors in your own birth certificate too might be supported by an affidavit. Some of the common errors are spelling mistakes, initials, name change, name not matching the passport, etc. However, it is highly recommended to update the original birth certificate and remove these errors. Many states provide an online facility for this process.

You can find the example template below.

Good to know:

  • This affidavit should be apostilled and then translated to French.
  • It is highly recommneded to attach an Attestation sur l’honneur along with the affidavit. It is a self attestation that the contents of the affidavit are true and correct to the best of your knowledge and belief and nothing has been concealed therein.
  • Its good to make a general purpose affidavit with all the details, so the same document can be used for multiple purposes such as Social Security Number, CAF, Resident permit, French nationality, etc.

I further state that my parents were married on xx-xx-xxxx. The following documents (whichever applicable) such as Father’s / Mother’s High secondary school/High school marksheet, marriage certificate, death certificate, legal heir certificate, passport have been attached as the concerned proofs along with this affidavit.

This affidavit is to be produced before the concerned authorities in Republic of France for the purpose of xxxxxxxxx.

    I am residing in France for about a decade and want to apply for French Citizen citizenship. My parents do not have a birth certificate. The model affidavit which you have provided is enough to apply or will the french authorities would demand for separate birth certificates of parents together with their marriage certificate.         Question 1: Parent’s Name and DoB should match with what document ? It should match with my Birth Certificate ?
        Ex, my mother have passport (Peena), and Birth Cert(Pina) and my Birth Cert(Pinaben). My appostile request got rejected because her supporting documents do not match.

        Question 2: If appostile needs valid supporting docs with correct names then the only solution is to change original docs. so can you please guide ?

          In the eyes of the administration, Peena/Pina/Pinaben might look like 3 different people. So, no surprises in the apostilled doc getting rejected.

          2. Any incorrect doc with or without an apostille sticker will not be accepted. Exactly why I have written Before starting the apostille process, you must verify a few things on the documents. First check, if your full name, date of birth, place of birth, and other details are exactly the same in your BC/MC and your passport.       As explained via email, have a single affidavit for the BC & MC of both the parents.

      Yes, the affidavits must be apostilled with state and central govt attestations.

      1. No, a passport is not considered as proof of DoB. You can attach the passport as supporting docs to the affidavit, in the absence of birth and marriage certificates.

      2.Sign in all the pages at the bottom just like signing any contract or agreement. Nothing special.

  4. Hi Prasanth! Thanks a lot for this, I think it helps loads of Indians in a similar predicament due to lack of supporting documents.
    In my case, apart from a lack of my parents’ birth and marriage certificates, my birth certificate (that I got apostilled and translated into French to move to France) also has a minor spelling error (a space in my surname). Is it enough to just write the correct full name as in the template above, or is something else needed too? Additionally, I will be asking my father to write the affidavit from his point of view so he can get it notarized and apostilled until I can visit India.

      Thanks for your feedback.
      Personally, I would go with correcting the Birth certificate to match the passport. If not you can go for an affidavit but it must be done by you and not your father.

  5. I hope you are doing good. I wanted to ask you my mama papa both died mama died in 2000 and papa in 2014 for papa I have death certificate. But for my muma I don’t have any certificate, and as I don’t have any brother sister I don’t know where to ask in this case what can be done?

One thing I’m not unsure about that I’m hoping you could clarify for me please – in my case, the missing docs are both my parents’ birth certificates. So I have prepared 2 affidavits, one for each parent, attaching High School marksheets, marriage certificate and passports.
    1. Is this the right way of going about it? 2. do these supporting documents also need to be apostilled and translated into French, the same way as the affidavit itself?

      As explained in the example, one affidavit containing the details of your parents is enough. Don’t have to do it separately for each parent.

      Only the affidavit is required to be apostilled and translated into French.

    My parents name in their passport and their name in my all documents have a little mismatch. For example my mother name in her passport is Seema Devi BANDWAL but in my documents her name is Seema BANDWAL.
    What do you suggest in this situation?

    In my birth certificate name is printed as ” XXXX Y” . Last name is an initial.
    Whereas passport has full name like ” XXX YYY” with expansion of last name.

    Will an affidavit in the similar format above be sufficient?
    Is one and the same name affidavit sufficient ?

      1. The affidavit clearly explains this part. If not, I would have mentioned 2 separate affidavits.
      2 Ideally, yes. If it not possible, you can ask your parents to do it.

      1. Hi Prasanth, wanted to give you my experience here to hopefully help other readers 🙂 I had the affidavit created (in Pune) with no issue, we found a notary who handled it just fine. I took ALL supplemental documents: my father’s very old expired Indian passport, his USA death cert, all my mom’s documents, as well as my own birth certificate. I then used a service, PEC, to have the document apostilled in New Delhi before they DHL’d it back to me in France. I then had it translated by an approved French translator. All has been uploaded, and it looks like my documents have been accepted (so far) for my nationality application. These days it is 500 Rs. paper that is used 😉 Thank you again SO much for this amazing post and advice. Could not have done it without you.

          I have a query regarding this. I also got an affidavit for my parents birth date and place from a notary. Were you asked to get it attested from district collectorate/magistrate before getting apostilled? I was told by the agency that I need to get it verified and authenticated since it is an affidavit before submitting for it for apostille. Could you mention the stamps and seals that were in your document? Thank you for explaining your process. 🙂

            The notary stamped it and then I sent it to be apostilled in New Delhi. No additional attestations were needed. Good luck!

          She is unwell and renewing it is not a possibility in the short time I’m here in India to do the PCC and the affidavit in priority. Thanks in advance for your insights!

      2. Hi Prashant, just a follow up question about not being able to attach expired passports as proof for this affidavit. Is it fine if I just write the information and don’t provide any proofs? Or is atleast one proof per parent necessary? In which case I can figure perhaps if my father can renew his passport and for my mother I could see if I can add her name to her birth certificate. But this takes time. So is it possible without these proofs? Or is the affidavit incomplete. Thanks in advance for your insights!

          It entirely depends on the notary in India, who is going to sign and stamp the affidavit. Some are very strict and some are relaxed.

    I want to apply passport for my mother who has no birth certificate. But the date on Aadhar card and Pan Card are different. What do you suggest to get the birth date on affidavit.[Aadhars date is correct though]

      If aadhaar card details are correct, then it will not be a problem for the Passport application. Pan card should be corrected but it is not relevant for Passport application.

    2My fathers name is different in my birth certificate and death certificate(this has correct name), I will attach his death certificate as proof to the affidavit, will this work?

    Thanks for this amazing blog, which makes so many people’s lives easier. Unfortunately, I am also in the same boat, but with multiple complications or errors in one birth certificate, as specified below:
    1) My birth certificate has only my Initial mentioned on the surname, compared to my passport and the rest of my French documents where full surname is given
    2)My father’s first name on my birth certificate has a slight spelling mistake where it has one letter missing “h” compared to my passport, and that has an additional “h”
    3) My Father’s surname on my birth certificate is his initial like “First Name” “X” “Y” and in my passport, it is “First Name” “XXXX” “YYYY” different from his birth certificate/passport where it is “First Name” “XXXX”.

    So, will a single affidavit clarifying all these minor/major errors and explaining that it’s all the same person will work in my situation or should I do it any differently?

      1. The best solution is updating your birth certificate and apostilling it. Other options are obtaining a concordance certificate from Indian Embassy, affidavit from India, etc.
      2 & 3. Yes, a single affidavit will do.

    I’m falling under the same category, I don’t have my parents BC and marriage certificate. My question is more on the template of the document – as per your template it is addressed as you are describing the situation (with your parents details). Should it be this way or can the parents address their situation themselves (for instance like my parents are writing this document & signing it).

    I guess if it has to be addressed & signed by me, then I’ll have to go to India to have this one done?

      Yes, your parents can do it by themselves too because the affidavit is actually about their personal details. So, its done either by you or your parents and the affidavit text must be drafted according to it.

    I have read through the comments and your responses.

    In my birth certificate, my name is mentioned as XXX.Y, whereas in my passport, it is XXX YYY. I am in the process of obtaining an affidavit for this correction.

    Additionally, for my parents’ birth certificates, marriage certificate, I am also arranging affidavits,(similar to the example you provided.) and they do not have supporting documents,

    I have a few questions regarding the process:

    1. Will Aadhaar card be accepted as a supporting document? If not, what other documents can I submit?
    2. Should my birth certificate affidavit and my parents’ birth affidavits be separate, or can they be combined?

      Let me put it this way. If I was in your situation,
      1. For issues in my BC: I will try to correct it, get a new BC, apostille it and translate. If this is not practically, I will try to obtain a concordance certificate from Embassy of India in Paris.
      2. For my parents’ missing BC and/or MC: I will obtain a affidavit as explained in the article.

      Other supporting documents from Parents are not mandatory. If they have a Passport, you can attach photocopies because it is an internationally accepted document. But, docs such as Aadhaar card, Voter ID, etc do not belong to this category.

          Some do & some don’t. So, it’s your choice to do it or not.

    Dear Mr. Prasanth,

    I am planning to apply for a family reunion visa for my wife to Germany. One of the mandatory documents for the application is her 10th standard mark sheet including her date of birth in it. However, there is a discrepancy in her date of birth across her educational documents (10th, 12th, and Degree mark sheets show 25.06.1992) and her passport and birth certificate (which show 25.08.1992).

    In this situation, should I submit an affidavit stating the correct date of birth as mentioned in her passport and birth certificate? I believe it will be challenging to change the date of birth in her educational documents.

    I would appreciate your advice on this matter.

    In my Indian marriage certificate, only initials instead of family name were used for myself and my wife. If I remember well, they told they can only add initials. Moreover, only central govt apostille stamping is present at its back. So far, it was enough for all her French administrative purposes.
    What should I do in this case in order to have proper document for Naturalization?

    1. Hello Raj,

      For the initial issue, you can either try to update the marriage certificate by expanding the initials or obtain a Certificat de concordance from Indian Embassy (issued to justify discrepancy between name on passport and Indian civil documents).

      For the apostille issue, a State govt attestation and a Central govt apostille sticker are mandatory.       A social security application and a naturalisation application cannot be compared. Its your application and so your choice about submitting a complete or incomplete application.

        For the MC, if they cannot expand our initials in a new MC, then, I need to get 2 individual certificat de concordance for myself and also my wife from Indian Embassy, Paris, right ?

        I checked your article “Apostille Process of Indian Birth and Marriage Certificates”. I understand that I need to get a state govt seal first before the central govt apostille. In my case, I just have the central govt apostille and not the state govt seal as mentioned before.

        Do you think is it even possible to have the state govt seal on the same MC having the central govt apostille already? Moreover even if it is possible, I am worried whether the years difference between these 2 seals can create problems with the French authorities!

        1. Hello Raj,

          The initials in Marriage Certificate may not be a problem for most procedures. But for naturalisation, please obtain a concordance certificate from the Embassy. Ideally, one application per applicant of naturalisation.

          You should check with your state secretariat about it. They might do it on the existing doc or ask you to redo the complete apostille process.
          Regarding France, apostilled Indian docs don’t have any expiry dates. So, different dates may not be a problem.

    I am planning to give this affidavit as my parents birth certificates are not available with their passport copy and marriage certificates. However, in my birth certificate, parents first name is included , not the last names. But in my passport and their passport, they have their first name and last names.

    In this affidavit by including
    name of father : full name , (also referred as ‘first name’)
    name of mother : full name , (also referred as ‘first name’)

    Will it work?. or should i get a certificate stating person with ‘first name’ and ‘fist name last name’ are one person ?

    As the birth certificates and school certificates of my parents are missing, i am unable to change my birth certificate. Thank you for responding

      In the affidavit, always include the parents full name (First name + Last name). Yes, you can also mention that person with ‘first name’ and ‘first name last name’ are one person.

          Checked your affidavit and I see that it was done on a simple A4 sheet. In the example above, the affidavit was done on a govt stamp paper and I have seen the same done by so many others.

          Not sure if it was the only reason for the rejection but this was pretty obvious from an initial glance.

          I would also suggest adding an Attestation sur l’honneur along with the apostillled affidavit as explained in the article. Also, please go through the various comments under this article.

    Wonderful article again. Just wanted to clarify – in the affidavit, you mention how you use your parents’ high secondary school marksheet, passport, etc. as proof in lieu of the birth certificate. Did you get those things apostilled as well and submitted them, or did you just submit the affidavit?

      The supporting docs are only for additional value and so do not have to apostilled. You can create one PDF of an Apostilled affidavit and an Attestation sur l’honneur (contents are true to the best of your knowledge) as explained above.

    I have got my daughter’s birth certificate generated on 20/4/23. She is now 2 years old. Due to some family reason I would like to change my daughter’s First Name. My daughter was born in Pune, Maharashtra. I have visited Birth certificate dept. for the enquiry but they said it is not possible to change the name once applied. I would like to know if this is true and if yes then is there any way i can get her first name changed, please. I have not applied for any other document for her as of now except birth certificate.       Changing first name is not recommended and so do it only if its absolutely necessary. Its a long process of changing the name legally, publishing in gazette and newspapers in India. Contact a local lawyer and get it done. If you are confused about where to start, the local notary public in your city/town will have the relevant information.

    I’ve followed the template you shared. In my case, my father passed away in 2021—should I include his death certificate among the supporting documents?

    Also, could you please confirm whether all the supporting documents need to be apostilled and translated as well, or are they only required for obtaining the state and central government stamps?

      Only the main documents need to be apostilled. However, any document that you upload during the online application must be in French or accompanied by a French translation.

    If my parents were married in Kerala and my mother was also born there, but my father was born in Delhi, do I need to get the affidavit notarised in both Kerala and Delhi?       It is highly recommended to apostille the death certificate too, so you can avoid any unnecessary complications later. But its not mandatory.

    At the moment, my only available documents are my mother’s death certificate and Aadhaar card, and I do not have any documents related to my father.

    Any advice you have on parents who are no longer Indian?
    Myself and my now-divorced parents are all Indian-born: I had a Indian BC, my parents don’t. We were all naturalised British around 2007 and now hold British passports and renounced our Indian citizenship.
    Can I continue with the affidavit template as normal (and just change it to “Indian-born British nationals holding passport no:XXX) or is it more complex as we are no longer Indian nationals? I’m at a loss, and neither Indian or British embassies are much help. Trying to dig up documents from their childhoods in India is also proving difficult.

      1. Hi Prasanth, I recently found the marriage certificate, it has both DOBs and place of births. Their divorce certificate I have not yet seen, but I can get it re-issued from the British embassy for a fee. It likely may have DOB but not place.

  35. Prasanth, what if my mother’s last name on birth name and name after marriage is different? I’m talking about the last name here. In this case, does the affidavit of both my parents be same or seperate?

    Because the last name of my mother was different before marrigae. I’m afraid it’ll be rejected if the name does not match

    I’ve had my birth certificate, my mom’s birth certificate, and my parents’ marriage certificate state authenticated and verified. However, my dad doesn’t have a birth certificate, so I submitted an affidavit (using your format) instead.

    The authentication center informed me that they cannot authenticate an affidavit. Do you only require the affidavit to be apostilled with the central government stamp?

    1. I had my PCC issued from Passport Office so the Apostile Agencies are telling me I do not need State Stamp on this but only the Central Government Apostile. Could you confirm?

    2. In the absence of the birth certificate of my father, I made the affidavit (following your template) and got it notarised in India when I was there. The Apostile Agencies are telling me that they can only do SDM Attestation on this and not Home Department Attestation since it is not an “official” document. Could you confirm if this would suffice?

    Two questions if I may.

    Query 1: My parents name in my Birth Certificate, Passport and other French Documents have their names as (Sathishkumar) for e.g.. How ever in their passport and mark sheets it is “Given Name – Sathish Kumar & Surname – Sridharan”. I already have my birth certificate apostilled as issued to : Sajeev Sathishkumar.
    Do i need to redo anything in this case like my birth certificate or just an affidavit like the one in the blog with parents name duly apostilled will do?

    Query 2: I got married in India in April but havent signed the papers yet, I was thinking I would get married legally in lyon where my wife has been staying in a blue card for almost a year now. Is is suggested that I do this or I wait till I get my nationalité and then get married or do it in the middle of the process?

      2. Its a lot easier to register the marriage in India, than France. As long as your spouse is in France, registering the marriage in India or France may not have any impact on your naturalisation application. If she was outside France, then its a completely different story and complicated.

    I have simple question, this sample provided by you , needs a person to be presented in India to sign the affidavit. Since I am in France. Can I make a single document which will serve a purpose of Marriage and Birth certificate of both of my parents?

    And they will be the one signing the affidavit and not me. Later we will get it apostle and translated. They don’t have Birth or Marriage certificate too, as a proff for notary . But only Passports ,Adhar card, ration card to prove the marriage.

      Parents’ docs must have full name, date & place of birth. If something is missing, please try to get an affidavit like the above example. Their marriage certificate (apostilled & translated) can be added as a supporting document.

    Both my parents don’t have their birth certificate and marriage certificate. My mom passed away and I have the death certifcate with my father’s name listed as husband. My dad doesn’t have any documents like passport or high school marksheet from his side.

    Can I prepare an attesation with all their details and just use an apostilled copy of my mom’s death certificate as the only proof for both parents? Will that be sufficient?

    thank you again for your help! really appreciate it.
    I’d like to bring this to your notice the process of apostile (only Tamilnadu, Pondicherry, Punjab)
    No one is even allowed at Secretary officefor the HRD or state government seal on either birth or marraige certificate
    We should rather completely do it on esanad portal which goes to state department for verification and after
    MEA. on the apostille, we’ll have both the verfied by GAD, Government of Tamilnadu and
    Certified by MEA which is all accepted by French Adminstration 🙂
    The problem is that you cannot do the same for affidavit
    It was rejected on the portal citing this is not a document to be validated by us.
    So it has to be done only by usual way SDM and MEA.
    I’ll try to attach the screenshot of the esanad if it helps, it costs just 90 rupees.
    Birth certificate : Personal document type -> Tamilnadu -> Greater chennai corporation/Municipal(as per your birth certificate issuer)
    Marriage : Inspector General of Registration
    Payment, you’ll enter your indian address and will receive in 30-45 days sometime longer depending on the queue.

    The birth certificate I submitted got rejected with the following feedback from the prefacture the Paris.

    Observations :
    Vous n’avez pas transmis un acte de naissance mais un affidavit (déclaration sous serment). Dans ce cas vous devez faire rendre un jugement déclaratif de naissance par la juridiction de votre lieu de naissance. Par conséquent vous devez joindre le jugement déclaratif de naissance et l’affidavit vous concernant revêtus de l’apostille accompagnés de la traduction établie par un traducteur assermenté. Les documents fournis doivent préciser votre filiation (noms de vos père et mère).

    I had submitted affidavit (your template) duly apostilled as well.

      I guess this is about the affidavit for your parents and not your own BC. The Prefecture is basically asking for more authentification (court judgement from the place of birth) of the details mentioned in the affidavit and also be more precise about the details of your Parents. Please, consult a local lawyer in India and get it done. He/she should be aware about it.

          This article is about parents’ missing civil documents and the same is mentioned in the 1st line of the article. For your own BC, the affidavit will not work and so its normal to receive this kind of message from the Prefecture.

          Either get a new BC created from your place of birth or follow explanations in the previous message. Local lawyers know about it (usually), because its very commonly asked by NRIs who do not have a BC. Check with your local notary public for the exact process in your place of birth.

    Thanks a lot for the detailed article. My parents birth certificates name and their passport name do not match. The birth certificate names and their passport names are totally different. Pramod (BC) instead of Arun; and Sunita (BC) instead of Archana. To address this issue, my parents have made respective affidavits stating that these two names belong to the same person. And the correct name is Arun and Archana respectively. We have Apostilled both these birth certificates and affidavits made by my parents.

    My question is, will this work or do I need to make additional affidavit from my end stating correct details of parents, as the one mentioned in your article ?

      The French admin needs our parents’ doucments with full name, Date of birth, place of birth and marriage details too. This exactly why their civil docs are required. After obtaining your French nationality, these details will be mentioned on your French birth certificate too. If you have any doc with all these details, please get an affidavit and submit it along with the other available civil docs.

    My mother’s death certificate doesn’t include her date of birth, and I don’t have her birth certificate.
    Since a mother’s birth certificate is required for the nationality application, can I simply write an “attestation sur l’honneur” (sworn statement) and upload it?

I am applying for naturalisation and my parents do not have birth certificate and I did an affidavit and got notarized for the same but when i submit this via eSanad (I am from coimbatore Tamil Nau) for home department , the district magistrate they refuse this affidavit and told me this is not the actual process . I tried to explain it to them but they clearly refused saying the only possible option is having a birth certificate for my parents which they can do attestion, but to get the non availabiity of Birth certificate from corporation office the lead time they gave me is 3 months . So i am quite lost and worried as i have to submit these within the end of this month in ANEF
    can you please let me know this process if for all districts in Tamil Nadu or any tips how can i explain better or show them this is the actual process (affidavit)

    Last year, I got a few affidavits (name expansion, parents BC, etc) and got them apostilled & translated. These have my old passport number. End of last year, I had to renew my passport and hence got a new passport with new number.

    So my question is, are these affidavits still valid even though they refer to my old passport? Or should I get them all re-done?

    I read many of your posts & comments saying name should be consistent especially in BC,MC, passport etc for naturalization.

    I have my name across all the documents in India like BC, MC, PAN, School marks card , DL, Adhar as first name + initials except passport where initials are expanded. I contacted local municipal office regarding expanding my initials and they said they need a court order for it (plus newspaper ads, gazette etc). Then every govt ID needs to be changed. (which will be a long & tedious process)

    For naturalization application, I did get an affidavit (apostilled) stating all name are same, but is this enough?
    If I get a certificate de Concorde for this, is it valid only 3 months as it’s issued by EOI here?
    What is my best option here?

      The concordance certificate from EOI in Paris or Consulate in Marseille will help this situation. but yes valid only 3 months.
